Yeah there is a PA bank account but not everyone has acces to it.. only leaders can sponsor someone

I haven't had a chance to check yet, having only had our PA hall a few days. Are you positive of this Wraith? I'll have to check in game, along with all the other things I still have to check.

Yes.
You can use the maintainence account (treasury) as a PA bank, and you can assign people access to it, who is allowed to make withdrawels from it. As far as I understand.
