I have been hunting for a KotOR mod that has a male rutian(blue) twi'lek, yet all I have been able to find lack that. Are there any mods that bring that PC option into play?

If those mods don't fit your needs (although they should:D), you can use tk102's KSE and change your PC's appearence to that of Mission's brother Griff whom is a blue Twi'lek.

and the worst character in the game, but anyway, :p the Holowan Plug-in 2 should fill your needs, and yes Maverick187's suggestion will also work

Or, load up the green twilek from the other mods in a photo editing program, and just change the tint.
