I think I once figured this out, but if so I really can't remember now.

What's the deal with the whole "Gringo Approved" thing? I've gathered Gringo is some cartooney character; I even vaguely remember seeing a "Mayor Gringo" comic strip or something.

Who/what is he? What does he have to do with Monkey Island? Thanks
