Ti500 PIV 1500 Low Frame rates!

I keep getting low frame rates in the game especially in open areas
Does anybody have any suggestions for me?
Here are some changes that helped but with the kind of hardware I have I really should not have any problems:

Set to Bilinear
Disabled Volumetric Shadows

Textures High
